What is the difference between a domestic and an international call? What are the charges for such calls
Calls among the four FSM States of Chuuk, Kosrae, Yap and Pohnpei are considered domestic calls. All calling charges are based on actual conversation time. Calls with fractions of one second or more are rounded to the next minute. To any state, calls are $0.75 per minute for Direct Dialing, Station to Station and for each additional minute. For Person to Person calls, it is $1.50 per minute. All calls between 5:01 p.m. and 7:59 a.m. weekdays and all day on Saturdays and Sundays, receive up to 20% discount.
All calls made to destinations outside of FSM are considered international calls. All calling charges are based on actual connection time. Direct dialing is faster and less expensive than operator-assisted calls (station to station or person to person). Calls with fractions of one second or more are rounded to the next minute. Prepaid card calls get up to 20% discount or $1 per minute, whichever is higher. For international calling rates, click here.
When I make a long distance call, am I still charged if an answering machine receives my call?
Long distance telephone calls are charged for the duration of connect time. Charging does not start until the called party answers or until an answering machine, fax machine, computer modem, or other electronic device "answers" the call. Our telephone system cannot discern the difference between these devices nor identify the called person. If a fax machine or modem "answers" the call, a certain amount of time is initially spent establishing a connection. This time is included in your charges. Click here for international rates.
Can I get my number customized?
You can customize your number by paying a service fee (one-time) of $15.00. We can only allow numbers that are available, meaning that the numbers have not been processed or assigned to any subscriber or the numbers are deactivated due to subscriber cancellation or disconnection.
Can I block my regular phone line from calling a cellphone?
A customer who wishes to block his or her phone line (regular residential, business and business key systems & PABX) from calling a cellphone may request FSM Telecom to assist with the block. FSM Telecom will assess for the “cellular mobile number blocking” service at $6.00 for setup (one time fee) and bill $2.00 per month per telephone number. There is no charge for telephone numbers who are not on cellular mobile number blocking.
Can I forward calls to a cellphone number? What are the charges?
YES. A customer pays $6.00 one-time fee and $0.50 monthly to enable his landline phone to perform call forwards. The $0.50 monthly payment is not to cover per call charges. If the call forward was to another local landline then there is no additional per call charges. All call forwards to long distance, international and cell phones are charged according to the current approved tariffs. For example, your landline phone will be charged $0.10 per minute for each call if calls were forwarded to a cellphone.
What do I do if I get an obscene or harassing call?
FSM laws prohibit anyone from making obscene or harassing calls. If you ever receive such calls: (1) Hang up at the first obscene word or if the caller remains silent after the second time you say hello. (2) don’t talk to the caller or give any information. (3) Call the police if you feel threatened. Be prepared to tell the day and time of each call, the caller’s gender, voice, accents or comments.
