How does the FSMTC cellular mobile service work?
In order to access the FSMTC mobile network, you must have a GSM mobile phone and a SIM card. When you call a fixed or mobile phone, a base station, fitted with a transmitter/receiver/antennae system, receives and transmits your message. This base station is connected to the telephone exchange, whose main function is to maintain the call when you leave one cell and enter another, and also collects the necessary data for billing and accounting.
Can I make direct long distance/international calls to any country from my FSMTCeLL?
All FSMTCeLL customers may use their mobile to dial directly to any FSM state or to any international destination. To place a long distance call to a FSM state, you may either simply dial the desired telephone number of your FSM state destination or dial 1 + telephone number of the destination party (can be both to mobile number or fixed line). To place an international call, dial 011, country code, city code and telephone number of the destination party.
What are the charges for a domestic call from my FSMTCeLL?
When calling other FSM States, FSMTCeLL users are charged $0.60 a minute during regular hours and $0.40 during off-peak hours. This is the same rate charged to FSM Telcard users who are making domestic calls.
What are the charges on a long distance/international call from my FSMTCeLL?
All FSMTCeLL customers calling long distance will be charged the applicable prepaid long distace/international rates. Prepaid calls get 20% discount or 1 dollar per minute, whichever is higher, and are charged on a six second increment basis. For international rates, click here.
What value added services are available with the FSMTCeLL, and what will be available in the future?
All FSMTCeLL users are currently able to access call waiting, caller id, call forward no answer and call forward busy to voicemail at no cost. FSMTCeLL services will be programming its system to allow customers call forwarding in the near future.
Can I buy a cell phone somewhere else (such as Hawaii) and use it in the FSM?
Yes. You can buy a cellphone anywhere, provided that it is not locked by any telecommunications company or service carrier and is compatible with the FSMTC system (GSM-900).
What kind of cell phones are compatible with the FSMTC system?
The only cell phones compatible with the FSMTC system are Global System for Mobile Communications (GSM) phones, operating on a 900 Mhz-wide band. A GSM phone uses a SIM card, a chip or "smart card" that holds the user's account and mobile number.
Can I block my regular phone line from calling a cellphone?
A customer who wishes to block his or her phone line (regular residential, business and business key systems & PABX) from calling a cellphone may request FSM Telecom to assist with the block. FSM Telecom will assess the “cellular mobile number blocking” service at $6.00 for setup (one time fee) and bill $2.00 per month per telephone number. There is no monthly recurring charge for telephone numbers who are not on cellular mobile number blocking.
What are the airtime policies for FSMTCell services?
A FSMTCell user has 90 days from date of refill transaction and account balance before his/her account expires. After 90 days, the cellular account balance will be lost; however, if additional funds are added to account before it expires, then the existing balance will be carried over to new expiration date. Cellular Mobile Number is deactivated and deleted if there are no funds added within 90 days after the account balance expiration date. Any information on the deactivated account will be lost and the mobile number will be reassigned to a prospective customer.
How can I send SMS text through email?
You can send SMS text to any FSMTCeLL subscriber either from http://cell.fm or through your email. In the cell.fm page, just fill in the spaces provided and submit. When you're sending from an email account such as outlook or hotmail, just type in the cellphone number you want to send text to with @cell.fm. There shouldn't be any spaces between the numbers. For example: it should be 691970####@cell.fm. The three digit prefix area code for cellular accounts are as follows: Kosrae (970); Yap (950); Ulithi (951); Chuuk (930) and Pohnpei (920). Remember to always precede the cellular number with the country code for FSM, which is 691.
Can I send SMS text from my FSMTCeLL to an email user?
Absolutely. Any FSMTCeLL subscriber may use his/her cellphone to send SMS text to any email user whether it be here in FSM or the rest of the world. The cost...only $0.04 per message successfully sent. While there are other format options one may employ to send SMS text to an email, just follow this simple format: at your message editor, enter [email address] [space] [message]. Enter [266] as the desired destination number. The maximum number of 130 characters for your message applies. If you have trouble using this service, do not hesitate to contact your local customer service representative.
What is the number for activating voice mail?
Dial VMS (867) to activate your personal voicemail box and to personalize your greeting.
What is the number for accessing individual voice mail?
To retrieve your voicemail messages, call VMS (867). You will note also that after your voicemail account has been activated, every instance a message is left on your voicemail box, you should receive an automatic message alert to check your voicemail.
Can I forward calls to a cellphone number? What are the charges?
YES. A customer pays $6.00 one-time fee and $0.50 monthly to enable his landline phone to perform call forwards. The $0.50 monthly payment is not to cover per call charges. If the call forward was to another local landline then there is no additional per call charges. All call forwards to long distance, international and cell phones are charged according to the current approved tariffs. For example, your landline phone will be charged $0.10 per minute for each call if calls were forwarded to a cellphone.
How much does GPRS cost?
Current charges are $5.00 for 30 days of service.
How much does MMS Service cost?
Your MMS Service charges are included in your GPRS subscription.
How do I subscribe to FSM Telecom's GPRS?
Make sure you have sufficient balance on your cell phone to subscribe for the service (see FAQ above). Send an SMS to WAP (927) with either the keyword "Nokia" or "Sony", depending on your phone manufacturer. Currently, Over-The-Air (OTA) provisioning is supported only for Sony-Ericsson and Nokia phones. You will receive a text message back confirming your subscription. In addition, you will receive one or more OTA configuration messages. You will need to save and activate the configuration message(s) on your phone. Turn your phone off and on again in order to register your GPRS connection and enable access..
If I send more than one SMS message to WAP (927) during the 30 day subscription period, will my cell phone be charged twice?
No. Your cell phone will be charged only if your current GPRS subscription has expired.
My 30 day subscription has lapsed. How do I obtain GPRS access for another 30 days??
Please resubscribe to GPRS as described in the FAQ above.
What if I have phone that is not manufactured by Sony-Ericsson or Nokia?
If the phone is compliant with Open-Message-Alliance OTA specifications, you may be able to send a SMS with the keyword "OMA" as the first word of the SMS to activate your subscription, and receive your settings. If you do not receive any configuration messages from the GPRS subscription server or the received settings do not appear to work, you may need to configure your phone for GPRS manually. FSM Telecom specific GPRS configuration settings are:

What is my username for GPRS authentication?
Your username is your cell phone number. (ie. 6919201111 or abbreviated to 9201111).
What is my network PIN or password for GPRS Authentation?
Your network PIN or password is required as a method of authentication before you can access GPRS and is initially set to a random 4 digit number for each SIM card sold by FSM Telecom (see FAQ below).
How do I find out my network PIN?
Send an SMS to PIN (746) with the keyword "Get" as the first word of the SMS. You will receive a text message containing your network PIN. Currently, FSM Telecom does not assess any charges for obtaining your PIN through SMS.
How do I change my network PIN?
Send an SMS to PIN (746) with the keyword "Set" as the first word of the SMS followed by a space and your new network PIN (maximum of 10 digits). You will receive a text message confirming your new network PIN. A $0.04 charge is applied to your cell phone for each PIN change. Please note that you will need to change your GPRS settings or obtain new settings whenever you change your network PIN.
Why am I no longer able to access the Internet or send MMS messages even though my GPRS subscription is still valid (ie. within 30 days of last subscription)?
Make sure that your current cell phone signal level is adequate for you to make a voice call. In addition, verify the GPRS settings on your phone. If necessary, get another copy of your settings by sending a SMS to WAP (927) with either the keyword "Nokia" or "Sony" as the first word of the SMS. You will not be charged twice (see FAQ above). When you receive the configuration settings message(s), override, replace, and activate the received settings. Turn your phone off for a few seconds, on again, and try your GPRS access. If you are still unable to connect, please call Customer Service for further assistance by dialing HELP (4356).
