FSMTC Wireless User Guide

Note: In order to access the FSMTC mobile network, you must have a GSM mobile phone and a SIM card. Turn off the phone, remove the battery and disconnect the charger and other accessories before you insert or remove SIM card. Because housing for SIM card differ from phone to phone, please familiarize yourself with your phone manual before attempting to insert or remove the SIM card. If this is the first time you are using your phone, please make sure the mobile is fully charged.

  • Obtain a SIM card. Note the ten-digit number (starting with 691-9XX-XXXX) on the SIM card. This is your cellular phone number. If people wish to contact you, they will need to dial this number. Within FSM there is no need to dial the country code 691.
  • Carefully snap the SIM card from its credit sized card with your finger pressing against the non-contact (gold connectors) side. Be careful not to scratch or bend the SIM card when handling.
  • Carefully insert the SIM card into your mobile phone, mount battery, and prepare the mobile to be turned on.
  • Switch on the mobile. In a moment, you should see FSMTC on your mobile screen being displayed.
  • Obtain an FSMTelCard and scratch off the panel on the back of the card to reveal a 10-digit number. Note: this number is unique and should be kept safely until it is entered into your mobile phone.
  • Dial 211 from your mobile phone or from any touch-tone phone and wait for a response. An auto-attendant will welcome you to the FSM TelCard system.
  • Press 9# to access your cellular mobile refill option. The system will then ask you for your prepaid card number (this the 10-digit card number that you scratch off). Please follow the instructions given on the voice prompt.
  • You will then be prompted to enter your cellular mobile number, which is on the SIM card. Take extra attention when entering this number. You may transfer credit to another cellular mobile number and lose the balance on your prepaid FSM TelCard permanently. Your credit transfer will only be deemed successful once you have confirmed your transfer by pressing 1. Please listen to the confirmation of the amount you wish to transfer and the mobile number, which always start with 691 before pressing 1.
  • If you have exhausted the dollar value on your prepaid FSM TelCard, the card can no longer be used and may be discarded. Please give thought to our environment and littering policies/laws when discarding.
  • Thank you. You are now ready to make and receive calls on your FSMTCeLL phone.

Things you need to know

  • All FSMTCeLL customers may use their mobile to dial directly to any FSM state or to any international destination. To place a long distance call to a FSM state, dial 1 plus telephone number of the destination party (can be both to mobile number or fixed line). To place an international call, dial 011, country code, city code and telephone number of the destination party.
  • All long distance or international calls are charged the current prepaid rates, which are always lower than calls made from postpaid accounts.
  • FSMTC cellular mobile system has been programmed to prevent you from making calls if your account balance is lower than the cost of the call you are trying to make.
  • Account Expiration: cellular mobile account expires after 90 days from date of refill transaction and account balance will be lost; however, if additional funds are added to account before it expires then existing balance will be carried over to new expiration date.
  • Cellular Mobile Number Deactivation: If there are no funds added within 90 days of expiration then account is deactivated and deleted. Any subscriber information on the deactivated account will be lost and the mobile number reassigned to a prospective customer.

Cellphone Etiquette

Although the mobile network has recently been introduced into the FSM, people are growing increasingly frustrated with the behavior of some wireless phone users. As more and more people go wireless, the chance of these devices to intrude and interrupt the privacy and personal space of others around them will increase dramatically and cause unpleasant consequences for all involved. Here are some useful tips to avoid being the victim of "cellphone rage":

  • When riding on public transportation, avoid loud and animated conversations by keeping your voice low or to a conversational level. Be sure to avoid extended calls.
  • Turn the ringer as low as possible to avoid disturbing others.
  • Rarely, if ever, is it appropriate to have phone conversations at gatherings such as movies, funerals, lectures, church services, conferences or meetings, seminars, and many other events. Leave your phone off if not expecting an urgent call and return voice messages after the event is over.
  • Remember that the people you are with usually take priority over a phone call. Having a conversation in their presence can be viewed as being rude and make the person feel unimportant, and make you look bad.
  • If you have to make a call, make sure to take it to another location that will be less disruptive.
  • Inform the person that you are calling that you are using a cellular phone, then if the connection fades or drops, the person will know to wait to see if the clarity returns or that you will be calling back.
  • Focus on safety first. Do not use cellular phones when they impede your ability to drive, run, or walk! Get a hands-free kit or phone cradle holder for your vehicle or a "walk around" kit for your phone when out of the car.
  • Use caller ID, voice messages, or if you must have the phone on, get a vibrating battery or universal belt clip mechanism to avoid distracting everyone around you with a loud ring.
